Historically, families and professionals have relied on guardianship to address safety or well-being concerns for adults with disabilities or older adults living with neurocognitive disorders. But that may be an overly restrictive intervention. This session will discuss the full range of decision-making options, including supported decision making, a nationally recognized option that can maximize self-determination while acknowledging concerns related to vulnerability for people with disabilities.

Goal: Decreased unnecessary Guardianship through increased confidence in promotion of alternatives to guardianship and advocating for supported decision making with all clients, including those with questionable decision making abilities.

Learning Objectives

At the end of this webinar, (Aging Life Care Professionals®) will be able to:

  • Identify legal, practical, and ethical criteria when considering seeking guardianship.
  • Discuss the benefits and potential downsides of guardianship.
  • Describe decision making options for those with impaired decisional capacity.

About the Presenters

Anita Raymond, LISW, CMC earned her Bachelor’s Degree in Social Work from the University of Wisconsin at Whitewater in 1987 and her Masters in Social Work from Augsburg College in Minneapolis in 1994. She is a Licensed Independent Social Worker with the State of Minnesota, and Care Manager, Certified with the National Academy of Certified Care Managers.
Anita is the Director of the Center for Excellence in Supported Decision Making and Care Management & Consultation programs at Volunteers of America MN & WI. CESDM operates Minnesota’s Guardianship Information Line, and provides information, advice, consultation, and assessments regarding vulnerable adults whose decisional capacity is in question and petitioning to establish, modify, and terminate guardianships / conservatorships as necessary. CESDM also coordinates and teaches a 6-week basic training course for aspiring professionals guardians/conservators through county contracts. Anita co-authored Best Practices in Supported Decision-Making: How to Be and Effective Supporter and CESDM Guide to Supported Decision Making in Minnesota: A Resource for Families and Other Supporters.

Anita is the Co-Coordinator of WINGS-MN (Working Interdisciplinary Network of Guardianship Stakeholders), whose aim is to build a system that prioritizes supportive decision making and less restrictive alternatives to guardianship, and that maximizes autonomy for persons under guardianship. Anita is an active member of the Minnesota Association for Guardianship and Conservatorship (MAGiC), has served in various positions on the Executive Board including President, Communications, Conference, Standards, and Journal Chairs. Additionally, is an Advanced Professional member of the Aging Life Care Association.

Anita is a frequent presenter to community and professional groups in a variety of settings as well as to families and caregivers through community education and caregiver workshops. Presentation topics include supported decision making, guardianship, conservatorship and less restrictive alternatives; vulnerable adults and maltreatment; rights of people subject to guardianship, planning for incapacity; advance directives, ethics of client self-determination and rights, the ethics of communicating with persons with dementia using therapeutic fibbing, and more.

Anita received the MN Elder Justice Center’s Jane Ochrymowycz Award for her innovative advocacy, energy, and ethical integrity to support vulnerable adults in 2019. The Center for Excellence in Supported Decision Making team was recognized with a MN DHS and MN Board on Aging 2019 Age and Disabilities Conference award for making a lasting difference for older adults and persons with disabilities in Minnesota. Anita was honored to have received the national Volunteers of America 2018 Leadership Award for Excellence in Program Management. In 2008, Anita was recognized as the National Guardianship Association’s Outstanding Affiliate Member for Minnesota for her tireless passion and commitment to the quality of life for vulnerable adults in her work with MAGiC. Also in 2008, Anita was a recipient of the Shelley Joseph-Kordell Award, which honors “unsung heroes” who demonstrate a willingness to go the extra mile in working with older adults, a demonstrated passion for senior issues, and a clear impact in the senior community. Anita received the 2004 Age Odyssey award for exemplary service, leadership and advocacy. CESDM (then called Protective Services) received MAGiC’s Organizational Recognition Award in 1999 and in 2021 was the recipient of the Ramsey County Bar Association’s Liberty Bell Award.


Continuing Education Credit Hours

Approval is pending for 1 CE contact hour from NACCM, CBRN, CCMC and NYSED SW, and NASW. Provider approved by the California Board of Registered Nursing, Provider # 15884, for 1 Contact Hour. Aging Life Care Association, SW CPE is recognized by the New York State Education Department's State Board for Social Work as an approved provider of continuing education for licensed social workers #SW-0166. This event has been approved for 1 contact hour. Attendee must attend entire webinar to receive any CE certificates.

Cancellation Policy

The registration fee for webinars is non-refundable. Registrants who are not able to attend the webinar will receive audio & video files following the event. For clinical webinars, CE contact hours will not be available to those who are not able to attend the entire live event. In the unfortunate event that a webinar needs to be cancelled or rescheduled ALCA will notify the registrant by email and provide information on the new date or alternative arrangements. If the registrant is not able to attend the new date ALCA will refund the registration fee or place a credit towards a future event.
